Confucianism bruh.

Most Asian cultures focus on collectivism, social harmony, and respect for figures of authority.

Japan is probably also counting deaths differently. Similar to how they have very few flu deaths annually. Because they don’t lump in all the cases where people die from pneumonia.

And even though the govt lockdown may be more lax, There are probably a lot of companies that are putting out their own policies. For example my SIL can’t go home for golden week because her husband works for Subaru and they aren’t allowing employees and their families to leave the prefecture.

Japanese have one of the longest life expectancies in the world. They tend to be a healthy people that don't eat a lot of fats or sugars. Their being able to handle this virus well is not a surprise. I imagine our country could have similar results if we weren't as fat and unhealthy and unprepared (body wise) for a novel virus attack.

Japanese are packed together. I'm wondering what their trains have been like recently, since they're notorious for being packed with riders.

They wear masks and their eyes are very narrow.

Harder for the virus to get in. They don't need to wear goggles or face shield.
