I work with developers all the time and there is a hierarchy to tenants. A Rouses anchor in your strip center is high prority, and if Rouses wants a burrito bar in their new store, they most certainly can negotiate a lease with clauses about competition. They come first, then you backfill the smaller units. This is no different than a clause preventing the developer from selling/leasing with another grocery store. All the developer wants is a couple of non-overlapping fast casual resto's--and DGAF who it is as long as they sign and the check clears.
