Is this racist? WAFB's opening story on noon news

They started with an accident that killed a pedestrian.
The exact line was, "It happened on Choctaw and 38th. If you are not familiar with this area, it's near the Popeye's!"
It brought me a good laugh

I don't know how Louisiana works but I've never been to a nice part of Nashville, Knoxville or Chattanooga and seen a Popeye's.
