Is this considered creepy behavior?

Ok so I have a friend who's about to graduate from high school, and he's infatuated with the girl who's the valedictorian. He saw her at the mall and sat close to her in the food court, and then later he went and stood next to her (while she was distracted) and had a friend take a picture so that he could have a pic of them "together." He looked up her phone number in the phone book and called her house; her dad answered so he had to leave a message. Anyway he plans on inviting her to a big party for all the graduating seniors -- she won a scholarship or something at some university in England, and his parents are stationed in the military over there so he thinks he can give her lots of "tips." What does the O-T think about this behavior?
