Algiers and Irish Bayou were towns in Orleans Parish then were annexed into coterminius New Orleans
Carrollton, Jefferson, and Lafayette were all separate cities in current day NO at one time, but were part of Jeffetson Parish before being annexed.

Algiers was its own city/town for over 150 years, New Orleans absorbed it in 1870. Back in 2016 their politicians submitted bills to reincorporate Algiers separate from the city.

Isn’t Lafayette a parish and city?

Full list of consolidated cities with their parish/county
Also,
Houma and Terrebonne Parish, Louisiana[13] (Despite the consolidated city-parish government, Houma is not coterminous with Terrebonne Parish; Houma remains a geographically distinct municipality within the parish.[12])

I do not believe there are any other parishes in Louisiana in which one city shares the same boundaries as the entire parish.
What is crazy, what do East Baton Rouge Parish, Lafayette Parish, and Terrebonne parish have in common?
They are run as consolidated governments where the largest city in the parish has no mayor, and the parish president acts as the mayor of what was left of the incorporated city some times called the urban service district where the parish president and council make decisions for police and fire personnel and utility services if given that authority for the district even though the elected members may not reside within that district.
East Baton Rouge and Lafayette have a few municipalities within its consolidated government that have been carved out. Terrebonne and Orleans are the only true consolidated governments where one body has taken over the smaller government. The city of New Orleans has taken over parish functions for all of Orleans Parish and in Terrebonne, the parish council has taken over the functions of the city of Houma.
Other large cities in the state have mayoral governments while the Parish Government is run by a police jury or council.

They aren't incorporated as cities.
Neither is Metairie but it is on the list for some reason.

New Orleans actually shares two zip codes with Jefferson parish.

Isn’t it weird New Orleans and Orleans Parish are pronounced differently? Makes you think.
That proves they're not the same thing.
