This. Start by cutting out welfare completely on people that are healthy enough to work. It will suck for those involved, especially the kids, but it will fix the problem in a hurry.
If the whole family is starving, they will have no choice but to start working. Or slinging dope, which means legalizing/decriminalizing drugs here.
None of this will happen. The system is broken and its not getting fixed.

With regard to schools, I would say more trade schools are great, but if these kids are ignorant by the time they get to the trade school they will fail.
I think if persons on assistance had money deducted from their check for every tardy or absence from school. Also deduct money from them when the child makes below a C on any test. There is no reason (in their mind) for these people to make the effort to help their kids. The parents are ignorant and have little to no job skills so why should they care if their kids learn a trade.
Make life more difficult for them and they will (maybe) make an effort.

I don't like a government with that much power. I'd be good with a financial incentive because the problem would kind of fix itself over time.

Like Lucas's idea of state funded orphanages? You take away poorly-cared-for children then you take away the welfare that comes with them. So parents are incentivized to take care of their kids or not have them. It would be the most painless way to let the problem resolve itself, in my opinion.

It is always a long term value when you educate someone. This gives them hope and ethics and morality. If it even curbs 25% of cyclical poverty, it is worth it.
