Is it time for a new channel/reservoir for Addicks and Barker?

Houston drainage is simple. Everything drains into the Brazos, which drains into the Gulf, Buffalo Bayou/San Jacinto, which drain into Galveston Bay, or various smaller creeks that drain directly into the Gulf or Galveston Bay.
Addicks and Barker do their job. But I'm starting to wonder if it still makes sense, today, for both of those to drain into Buffalo Bayou.
Perhaps it makes sense to consider building a new canal that could serve as a secondary outlet for the reservoirs?
These of course would be insanely expensive to build a canal all the way to the gulf.
Maybe you build a third massive reservoir, perhaps between Foster and the Brazos. Flow water from Barker and Addicks to this new area, detain it there, and then when the Brazos can accept it, release into the Brazos.
And maybe this time we can build a levee around the entire thing, instead of just three sides.

I think it's time to beef up houstons infastructure across the board.

Spend (potentially) billions to prevent the next 800 year flood?

Yes? With little hesitation. Maybe not this solution, but unequivocally yes, they should spend billions on this.

The next 800 year flood will be redefined by the upstream community growth. All the cement, every roof with 100% runoff, increase the fast runoff.
We got out topo maps and wondered if a straight line due south spill way to the Brazos flood plain would be practical. Due south of Barker, the Brazos (from the maps) looks like a swamp, lots of cut off meander lakes, and not 'that' much development. One highway that's relatively new that would have to be bridged.
Deflect Barker to the south, and you make Addicks less of a catastrophic impact.
