Is BR the only city you know of where they do not replace road signs

after a wreck or they have been run over by a car?
On rare occasion does the BR DPW come out and replace a sign that has been knocked over. If the sign isn't important, then why put it up in the first place?
I know the sign at the bottom of the Nicholson/Highland I-10 Eastbound off ramp indicating the direction to Nicholson(La. 30) and Highland Rd. has been down for over a decade and never replaced.
I know the I-12 sign on Airline Hwy. northbound south of I-12(across from that Dominos) was knocked down two decades ago and was never replaced. The concrete foundation and pedestal is there, but no signs were ever re-erected.
That's just two examples, but I see this all over town and seldom the signs are ever fixed.
Does this happen everywhere or just in EBR?
Oh and while we talk about EBR road maintenance is there some law that saws they can't stripe the roads but once a decade?

like litter, this isn't just a BR problem. Its statewide. Just send the state more money and they'll fix all of this.
Just like they do with roads, schools, public transportation, etc.

BR put up so many signs on when they expanded starring lane they can't put up anymore
