Only erroneously. The NIH predates Caesar himself by a couple hundred years, as it comes from the 2nd Punic war, part of which was fought in Old Iberia (Spain). Caesar adopted it for its power, which led him to victory over the Celts and catapulted him to the throne as Emperor. As a result, his name is associated with the haircut in many regions, but its origins remain Iberian in nature.
