Considering the whole situation, it sounds like the couple wanted out of the house and this was a convenient way to do it.
The house was under renovation after damage from a previous fire. The construction crew reported that they had found a gas leak caused by the stove being left on by someone, shutting it off in the process. Then later that night the whole house explodes.
Two fires and the stove being left on sure support he likelihood of arson. But the couple refusing to rebuild makes me wonder if they wanted out from the house and this was their way to get their money out of it.
Theres an American Greed episode on some folks doing exactly this. They were looking to claim the insurance money, ended up blowing up a bunch of homes nearby and killing multiple people.

Meanwhile, this news story from a week ago is getting hard to find. You have to be very specific in Google search to find it.

That young man was simply protecting his neighborhood from potential gentrifiers. He should be given a medal and the people who were scouting his area for gentrification should issue a full apology and fined $25,000.
