Institution paying older workers to stay home while young workers still working.

I'm searching for clarification on an employment issue brought on by the coronavirus pandemic and was hoping some of the OT's legal eagles could shed some light on the matter.
Say there a parish-run agency that sends all employees age 60 and over home with full pay and benefits, indefinitely. Meanwhile, employees age 59 or younger are still made to report to work everyday.
Is this legal?

It's illegal to discriminate against the elderly, not illegal to discrimiate against the young.
Although I think the legal cutoff for "age discrimination" is 40.

Yes. There is no law that prohibits discrimination against YOUNGER employees. They only prevent discrimination against workers who are older.
