I10 Basin Bridge question

On those sections that connect EB and WB I10 over the basin, where those solar panels are --- How do those electric company trucks get over those barriers to get onto that section?!
There's clearly a simple answer, but I don't know it.

I think they are powered by the solar panels. These Xovers were built for emergency vehicles I think but have never seen them being used.
