I wouldn't be able to live with myself knowing that my boss was screwing people over and not doing something about it. He is a criminal, and you are an accessory to his crimes if you are sitting back and letting it happen. I am not even sure how this isn't absolutely apparent to you.

I have taken each progressive step towards rectifying it assclown.... I have spoken with him and other staff members, and in a number of ways improved the situation. I can't just "do something" without taking preliminary measures first and/or given him an opportunity to change his ways... initially I just thought he was a bad dentist. It's only been 5.5 months... I have been job searching for 4-5 weeks.... i have already called the board anonymously to gather information and verify I'm on the right track....

Sounds like you have given him a chance to change. I am not sure if he has accepted Medicaid patients, but if so you have a viable option left. We handle these cases routinely.
Gather evidence of the fraud and talk to a lawyer to discuss filing a Qui Tam lawsuit. If there is a Federal or State payer involved in the chain, he will face civil and potentially criminal penalties. As the relator, you will also be entitled to a percentage of the funds recovered.
If a Qui Tam lawsuit is not viable, then report him to the state dental licensing board.
