yes, depends on the type. Driving Moccasins, Venetians,Boat Shoes or the good old Penny Loafer would be the preferred "loafer" style for casual wear.

Looks better with darker jeans. Faded jeans would look odd with black loafers.

Yes, black shoes with dark jeans is very normal outside of southern college towns.
