Good luck getting Baton Rouge motorists to figure that one out. If it’s not right in front of their face they’re not going to see it and use it.
There’s people who still sit in a line of traffic at the stop sign on Pecue at Jefferson by Stake Galaxy instead of taking the Stumberg extension behind Woman’s hospital that’s been open for years now.

The I-110 traffic would get off at the new Terrace Ave exit. It won't be possible to go from I-110 to Washington Street without making a 90 degree turn or driving backwards (which I'm sure will happen at some point) .
The only real way to get to Washington street from I-110 is to take the left hand side exit to Terrace, then take the roundabout to Braddock.
Here's the general plan (what's shaded in black was already built).

Shutting down the Narin overpass for a few years is going to suck. But hopefully it'll be worth it when it's all said and done.
