Putin is in LA for a conference with the American President. Crew doesn’t respond to communication attempts. It could be going in for an attack or the crew could be dead and on autopilot. It arrives in 15 minutes. 1,000,000 lives are at risk and Putin insists there’s no attack planned.

As president, do you shoot it down risking war with a super power if attacking wasn’t their intention or do you wait and see?

You shoot that fricker down and ask questions later.

Los Angeles?

I roll the dice and hope it has a successful mission.

In what world does Russia declare war because we shot down a rogue jet laden with nukes?

Why would Putin meet with the U.S. President in Los Angeles?

I would probably order it shot down if it is flying into U.S. airspace and won’t respond.

No fighter jet is flying from Russia to SoCal

First, who said anything about this being a fighter jet. Second, fighters can fly from Russia to SoCal as long as they have tankers. Our fighters cross the pond all the time.

Doesn't carry nukes.

In the Cold War, we flew nuclear armed B-52s within 100 miles of their shores all the time and they flew nuclear armed Tu-95 Bears within 100 miles of our shores all the time.

Also, I guess you missed my other post that they have air launched cruise missiles with over a 2,000 mile range, so if they really wanted to start a nuclear war, they would have shot those long before getting within 100 miles of LA.

Even disregarding the cruise missiles and thinking of gravity bombs only, do you know if they have intent to drop the nuclear bombs? How confident are you in your "knowledge" of that intent? Willing to bet an all out nuclear war on your "knowledge" of that intent?

This is not really applicable to the argument. You are really missing my point. Yes, clearly if nuclear war were to happen, it would not come from a plane off the immediate coast of California. If the threat did in fact come from that, then the US failed to protect it's borders.
