I don't think there is a prescribed interval for any of that shite...mostly depends on whether you have a woman living in the house or not....

Once every 6 months, I mean take everything out, throw all the out of date things, bleach/water clean the insides

Once a week when the garbage is going out, I do a quick skim for food that needs to go. Every 2-3 months I give it a deep clean.

No. I don't pay bills. But my wife did. It's a tiny outage, so I'm not hopeful that they are on it.
