You can still take the call, but you have to set up an account with Securis and have money on your account.
And I can’t speak for Orleans, but in Baton Rouge, clients absolutely have to pay to call their attorney, unless we eat the cost. Same at most other facilities that I’ve dealt with. A few of them will waive the cost if I call ahead and set up the call myself, but if the client initiates the call, it’s always going to cost someone. (ETA: there was a period of time during the height of COVID that attorney calls out of EBRPP were free, but that ended months ago)
But to answer the OP, they should absolutely be free, or at cost at most. The idea that the prison bilks phone calls as a significant revenue source is pathetic.
