I do this kind of thing all the time.
First off, you need to ask. That’s the biggest issue, most people just don’t ask their SO. But you also have to do it indirectly and lay some groundwork first so GF knows you are sincere and nothing is up.
1) Start liking a lot of the friends IG pictures, preferably only the thirst trap ones
2) After a few weeks of liking pictures, start commenting on the posts complimenting her. Maybe some fire or heart eye emojis
3) Tell your GF that you think her friend is really attractive
4) When the friend visits, after the first night out mention to your GF that her friend is a really fun hang and she’d probably be a good lay to if you were single
5) On Day 2, pull the friend aside when your GF is showering and getting ready. Tell the friend that you’re in an open relationship. Explain that GF was too embarrassed to tell her and gave you permission to engage friend sexually. Get a quick BJ
6) After the night out, you’re all 3 pretty drunk. At some point when friend isn’t around, casually mention to GF “Thanks for listening to me last night and setting up that BJ.” GF will be confused but explain that friend approached you earlier and told you GF told her you thought friend was hot and gave friend permission to blow you.
7) Now it’s just a classic communication gaffe. Wires have been crossed and things happened that shouldn’t have because of a game of telephone gone awry. Have a laugh with the two of them over everything.

Definitely don't broach the subject before the other chick is there. In fact, as others have said, you shouldn't broach it, at all.
Presumably, there will be some time where y'all are hanging out and imbibing on some cocktails. Just read the situation. There will be plenty of signs. Once you're 110% sure that things could go your way, get a lil extra flirty and watch your gf's reaction. If there's no resistance, it's on.

I watched a movie about this the other day. The premise is simple since she will be staying with you.
What you do is wait till her friend gets stuck in the dryer. That is your opportunity to make your move from behind.
