To be fair the City owns the airport despite being in Jefferson Parish. I think Jefferson Parish, City of Kenner, and St. Charles Parish each have one board member while the rest of the board is appointed by the New Orleans Mayor and City Council.

Hell building any road is a career length process. To be a highway contractor all you have to do is get a contract, park a bunch of heavy equipment on the side of the road, put out cones, have bunch of folks standing around doing frick all and bill the state or country monthly. About every 6 months you will have to move the equipment from one spot to another, maybe 50 feet, and remember to send the bill monthly. After about 20 years the state or the county will have had a belly full of taxpayers bitching and insist you finish that 2 mile stretch of road so what you do is hire a legit contractor to do it....you've been billing the state or the county for 20 years, you will have the money to pay a legit contractor to do the 6 month project. When they do the state or county will be so happy with your performance they will beg you to start another similar project, wash, rinse and repeat.....

85 million to basically get people from the parking garage and rental car counter at the old terminal to the new terminal.
Could they not just build more parking next to the new terminal for 85 million? The lack of parking for the new terminal is the biggest wtf of the entire new terminal project. And that includes building it with no plan to connect the new terminal to the interstate.
