How come PACER improvements always require more steps/screens?

Is the ReCap plugin still a thing? That was frigging awesome in PACER--basically every document you (or any other member downloaded) was put into a database where others could access the file for free. It has been five plus years since I worked in that arena, but it was nice to get onto PACER and see a lot of the files I needed already downloaded and available for free.
