If you are taking about high rise building you use a total station to check your plumb. I taught a few guys how to use one.
My friend is a commercial window contractor and he borrows my total station a lot. Only benefit I get out of it is he gets it calibrated before his jobs.

Apparently not very well, read about San Francisco's leaning tower. Actually it was not built on a adequate foundation, and one side is sinking.

Plumb bob, same way the Egyptians, Romans and Greeks did it.

Its called lateral drift, and it is specified in ASCE 7, Table 12.12-1. There are different allowable drifts depending on the type of building (masonry shear walls, steel bracing, etc), risk category, and height of each.

They were a little aggressive in their allowable pile friction calc, and it didnt work out for them.

That old State Insurance Bldg. that was just east of the capitol was something else.Every time the elevator was in use the entire bldg. would vibrate. It was eventually demoed.
