Yup. I vaguely remember back in the early eighties (probably have this wrong) that only people who served in ROK were still being awarded it. Or they stopped awarding it in 1975 or 1979. That is a lot of remembering.
Just did a Wikipedia search. I was right about the 1975 thing. Started awarding it again after the first Gulf War. Then they brought it back again (surprise) after 9/11.
