That looks to be a WWI memorial. I'm not sure who it honors but the guy speaking appears to be a French officer.

Ok for you history nerds...

My great uncle was the 1st Navigator on PBSY -
Coronado #7099, part of Admiral Nimitiz fleet. It was the first plane to land in Tokyo Bay for the peace treaty signing during WWII, with Admiral Sherman on board. The plane has been restored is in the Naval Flight museum in Florida and this August my great Uncle is having his navigation charts put into the museum. If you look at this you can see where he notated on the chart where George Bush went down....pretty cool.
Howard Hughes purchased it as surplus, registered NR69003, following WW II for the purpose of providing a 'training aircraft' in preparation for the flight of his Hercules Flying Boat (also known as 'The Spruce Goose'). After the sole flight of the Hercules this Coronado languished on the seaplane ramp at Terminal Island, California, USA, until the 1970s when it was acquired by the Navy. It is on exhibit at the Museum of Naval Aviation in Pensacola, Florida.
