Nope - manatees and sea cows' closest relatives are elephants, clade Tethytheria.

Hippos and whales are technically (even-toed) ungulates, and related to bison, dromedaries, giraffes, etc.

Damn, ill be honest, if I had to guess what animal kills more people than any other.. I don't even know if a hippo would have been in my top 10.

That's nowhere close to true.

Unless you count rabies... but that's not really the same.

the dog still cause the death, the number without rabies is still higher than hippos, FWIW.

Indirectly... which is why it's not really the same. I get that dogs are the primary way in which people get infected by rabies, but it's not the only way.
