There will be an annual shot, like with the flu shot. At first we will probably have to prove we are up-to-date with our vaccinations by presenting our cards, but at some point they will require implantable microchips. These chips will go in the forehead or the hand, and it involve the mark of the beast (666), thus fulfilling Revelation 13:16-17.

You have to account for changing criteria for admittance and increased understanding of the virus and higher efficacy in therapeutic.

While I understand your loose use of "like" viruses don't like anything. Mutations are just as likely to me more contagious or more lethal than less. Higher species can continuously cull mutations but a virus only tends to become less lethal because that is the state of being that increases the ability for it to spread farther and faster. The more lethal strains of viruses tend to burn out quicker this the idea that they "like" to evolve toward being less lethal.
