Once a surveyor goes out and marks the property lines, and generates and files with the county a printed survey, his work his done. It is upon the developer, builder, owner to read the document. This obviously was not done. In addition, who knows if the builder had a new survey done before construction?
As for the county/city, they would require a survey be submitted and for the builder/engineer to show the proposed location of any proposed structure. That survey would be used to confirm build lines upon the lot, and it would be upon the builder to confirm the construction take place at the specific location the survey is referencing.
My own assumption would be the builder submitted a legal survey for a legal build permit. Once he received the permit, he was in an area with numerous empty build lots and(and by his own admission) began construction on the wrong lot by "counting telephone poles" rather then confirming the lot location noted on the survey. Once the build process is in motion, there is very little to no oversight to confirm anything is amiss until a new survey is issued at the completion of the build noting the new structure.

Thought I conveyed that by stating multiples times I agree with the Californian. Maybe a fourth time was necessary.

Building inspections are meant to limit competition, not ensure people actually own the land they are building on. They have NO liability. The only reason they exist is to prevent anyone without a license from building a structure...and the license only exists to limit competition.

Reasonable? They built some POS house on her property and then sue her when she doesn't want it or another property? You might want to buy a dictionary, look up "reasonable", and try that again.
