Iran's proxy network and funding of Hamas and PIJ date back much further than the JCPOA. It's a silly suggestion to state the US is paying Iran currently, outside of the one-time payment of the FMS Trust Fund.

It is absolutely part of the political dialogue, as the Revisionist Zionists have made clear after Oslo. Primarily, Israel doesn't want to give up border control of the West Bank, due to Strategic Depth, as the distance from the West Bank to the Mediterranean isn't that far, and the Israelis worry that in the event of a war, the country could be split in two if they cede control of the West Bank. These issues are why the Camp David peace plan failed, as Palestine wants control over its borders, and why Israel rejected the Arab League's plan in 2002, as Israel doesn't want to withdraw to 1967 borders.
