I had never seen this until last week driving through the 9th Ward a week or 2 ago. Some older lady that looked like she was missing about half her teeth was walking up to cars trying to sell bottled water at a red light.

Kids do solicit at this light on occasion, but they usually just have some football helmets and 5 gallon buckets

I had an almost identical encounter in NYC. Some dude tried to give me his mixtape for in exchange for a "donation." I reached in my wallet and gave him a dollar. The guy went apeshit and threatened to fight me. Talking about how he needs to put food on the table and whatnot. I was like "well standing on the street and trying to scam people into buying shitty mixtapes isn't a good way to do it." His buddies held him back from coming after me.

NYC can be a scary place.

I remember reading an informative summation of that legislation in the Harvard Law Review.

The dindonuffins in my town don’t act like this.

The sheriff is a large white man who gives the TPOS trouble makers a very hard time.
They scared.

My office is just half a block north of there by Phipps. I can attest to there being youth males peddling water in that area. I keep the windows up and doors locked. I have already been jumped for no reason once in Atlanta. Not rolling down my window to engage some dude with a $2 dirty bottle of tap water.
