Gov. Landry fails to remove civil service protections from attorney, engineer positions

The Louisiana State Civil Service Commission has denied a request from Landry to remove its protected status from any future hirings for 394 attorney and 506 engineer positions in state government, many of them within the Department of Transportation and Development (DOTD). The proposal would not have affected anyone currently employed in those positions.
Conditions for terminating a classified civil servant are multilayered and stringent, requiring due process and the right to an appeal if the employee feels they were unjustifiably let go.
The commission’s 4-2 decision Wednesday followed a lengthy discussion when some of the commissioners were skeptical about what they saw as an unusual, short-notice request with potentially far-reaching consequences.

The state is having trouble finding and keeping qualified employees, particularly engineers, and the governor’s office believes it would be easier to recruit for those positions if they were unclassified, Goldsmith said. Unclassified state employees do not have Civil Service protections and can be fired “at-will” for no reason.
Removing classified Civil Service status from the 900 attorneys and engineers would eliminate the state pay schedule that determines their compensation. Goldsmith said these salary caps, largely based on working experience in state government, have hindered the administration’s ability to hire qualified professionals.
“I’m tired of making offers, and they just laugh at us,” Goldsmith said.

While unclassified technically does mean that, for a long time now if you are unclassified and want to get rid of someone, you have to basically go through the same steps as a classified office does (meetings, work plans, numerous warnings, tons of documentation of frickups, HR up to date about the goings on, etc.).
Also, my assumption is that they believe it would be easier to recruit people is because historically, unclassified positions are able to pay more than classified ones (although that is also coming back to the average as well).

You wouldn’t have to assume if you kept reading.

People fear factor over this at will thing.
Yeah, if you do BS work and suck to work with, you might lose your job.
As an engineer at DOTD, you are gonna have to work with multiple people and it would behave of you to be able to work with others just be able to do C+ level work.
Shite, it’s already acceptable to make a 23 year project for the corridor road work. If you can do a tad better than that, you will go far

Wasn't Civil Service created because Huey Long was using the Department of Highways to do favors for his political friends?
If this went through a Republican legislative district would never see a DOTD project while a Democrat was in office and vice versa.

Huey had the “deduct box” where state employees had to put part of their paycheck into the box. He used this money to fund his campaign. If you didn’t put money in or campaign for him you were fired. You can go see the box, it’s at The Rosevelt.

See above. Think about Landry to fire the law professor for criticizing him. It’s a violation of his 1st Amendment rights and a violation of tenure law. Now think what he would do if there was no protection for anyone. Again, see above.
But the reason they want to make the positions unclassified doesn’t have anything to do with job protection or “lazy workers”. It’s because the pay for classified positions are so low that nobody wants to take those jobs.

You’re pretty fricking stupid. You think it violates his first amendment right to free speech to be suspend? Go tell your boss to frick himself and see if that first amendment gets you your job back.

You’re the fricking stupid one! Try to follow along. The first amendment protects free speech. It prevents the government from retaliating against you if you criticize the government. The Governor is the government.
While what the guy said was stupid and I don’t defend it, he has the right to say it. If the Governor tries to fire him, it prevents his free speech. Pretty straight forward.

Is the governor’s office retarded?

If your boss is the governor is doesn’t matter dumbass. You don’t have a free pass to say frick the governor just because your boss is the governor.
