Individual cities did it. This would be statewide.
Dallas, Austin, and Houston already did it so it's not as big of a deal as it would be if any of those hadn't.

Here in Montgomery County they are still allowing some dine-in but it is severely limited.

He was, but like I said, this decision was already made for the vast majority of Texas. This covers smaller cities and some suburb hold outs.
