Sure there is. It doesn't mean everything is all sorted out with a pretty bow...just means that the person can now walk away without any nagging questions about what went wrong.
Maybe things ended REALLY ugly and now that both have calmed down and emotions aren't so high and there has been some time and distance...both are able to talk like adults about it.

With me and GtG things are a different with how things ended with our exs but the same premise still stands that the best thing to do when relationships end is to go "nuclear silent" on them.
The ExGF and I neither would try/think/want to ever rekindle things so at this point I don't see a big reason to not try and be cordial to one another. I respect the hell out of the girl for being one of the most mature 21 year olds ive ever met in my life. And the girl had a ridiculous amount of love for me. You guys know how much I talk myself up and love myself, well she loved me more than I love myself. When it came to our relationship ending, she had nothing to do with it, all that burden sits on my plate. She may have not made the best decisions and she may have made moves once we broke up that hurt me, but if I had not been extremely selfish and if I had respected her few and reasonable wishes, there would have never been an end to the relationship. Pardon the cliche, but she was no doubt my Bonnie and down to ride for me. She is going to make someone a happy man.

Guess it just really depends on the person and how the relationship ended. Some people need that conversation to feel like they can fully move on.
I remember with my ex for a while I felt like I never got that closure with us. I moved on and started dating my now husband and no longer had feelings for my ex...but the way things ended still bugged me. Things got so ugly between us that we couldn't even be civil and be friends. I finally had that feeling of closure....when I tried to reach out an olive branch and called to congratulate him on his engagement and wish him a happy life(but was very clear that I knew we could never be friends again and that I had no wishes to do so)....and he basically brushed me off and hung up on me. Wasn't the closure I was looking for...but there it was, he was just an a-hole plain and simple.
