And I don't necessarily blame the "beggers" as much as the people giving them money. If you leave out milk for stray cats they are going to continue to come.
Perhaps I'm just a jerk...or have too much self pride...or am fortunate enough to not have to beg for money...or some combination of the three, but I would be flat out embarrassed to ask for money like that. Unless it was absolutely necessary for the welfare of my children, I would rather just go without than beg.

I have a facebook friend that started a fundraiser to get money to pay for her friends graduation gift. I was speechless. Her exact words were "Help us show Brian how proud we are of him" I have no fricking clue who Brian is. I was showing my buddy and he showed me one of his friends asking for money to pay for her daughters dance competition fees. It's getting utterly ridiculous.
