Short answer, yes, but His passive will. No point in debating it on this forum. It's the whole man's free will vs. predestination debate. Usually end up agreeing to disagree or realizing we agree but are defining terms differently.

I've never understood the glee this technology has brought to people. Taking part in altering God's plan is just as bad as abortion. He is the great creator and taker of life.

Humans have been breeding animals and plants for specific traits for a very, very long time. These techniques are what allowed us to become what we are today. These techniques even allowed humanity to advance to the point that we were able to write the book that you choose to take as god's word. Now we are just developing shortcuts for the same old process.
