Does it have the draft hood attached on top of the heater and to the vent tube? This prevents the air going straight down the vent and blowing out the pilot light.

Actually, I have one that kicks on and heats the hot water when it drops a couple of degrees. Maybe ya'll don't have those where you live yet. Must suck taking cold showers.

Make sure pilot tip is not plugged, it could be weak and get blown out when the burner ignites.

Thermocouple or thermal fuse that keeps damper open tripped (the latter causes a lot of headaches)

If no one's mentioned the thermocouple, it's probably the thermocouple. Had this happen couple years ago.
