This looks like a towpath of an English canal. It’s mixed use and not exactly public, but the canal and river trust does give access to the public and bikes should give way to pedestrians by slowing down and going to the left of them as this is England.

Looks like they did that in this vid.

Except the guy flies up on them looking like he won’t stop and expecting them to jump out of his way. That’s how I take it. If it’s real.

Correct. I’ve seen no imperial data or anecdotal observations that suggest the opposite.
