It's contraband in jail. If he got arrested he'd have no way to smoke his drugs in jail without it.

A friend that works at a jail had a guy shite out a condom that contained 30 zyn pouches during a strip search. Dude was put in solitary with a bucket for a toilet and had FOUR more condoms full up there.
Had he made it through intake undiscovered he would have lived like a king trading a-hole zyn to other inmates lol
