I can't think of many things that are more suicidal than going around the N.O. area with the name and t-shirts "Bulletproof".

Even if she was on board for the tracking - this is the type of thing that should reasonably fall under some variety of malfeasance in office charge where no victim is needed and there’s at minimum a steep fine to help support auditing and a ban from future govt employment/office
