Fires alongside I-12W near Springfield-Albany exit

Passed these around 30 minutes ago. 3-4 fires just off the right shoulder, each about a quarter to half mile apart. Seems like they had to be intentionally set. Fire department was on the scene. Anyone know what's up with this?

It was stop and go for a couple of miles for absolutely no reason. Don't know if it's cleared up by now.
