You put an event with low interest on an island that is super expensive to even get to.

I know they can’t all be as close together as the men’s in Qatar (and men’s is usually more spread out than Qatar), but it does seem like if filling stands is goal for women’s cup selecting a large metropolitan for Cup with ability to drive or take public transportation to various nearby events would be better than having matches spread out between Perth, east Australia, and New Zealand (north & south islands).

At least it’s winter down there.
