And the criminals involved look at it like a victimless crime. It's not like they are going in and stealing from your grandmas house. They do provide medical care, but what the criminals and this lady do is also submit reimbursements for services that were never given or needed. It's not that hard during the episode of care to submit false reimbursement claims. The way they get caught is Audits.
Just like you said most don't steal and don't get in the business to steal, but for ones that do it only takes a little shifty paperwork to get the money flowing in.
