My personal favorites
Raven (ECW) - one of the best heel characters in history and his ECW feud with Tommy Dreamer was awesome.
Cactus Jack - great work in his feud against Sting. Also, his Uncle Eric stuff in ECW was great.
Skandor Akbar - Played his role perfectly in WCCW. Had the crowd in the palm of his hand.

We'll have to agree to disagree. Flair spent the majority of his career as a heel and will go down in history as the greatest heel of all-time.

I've just been getting into wwe in the last few months since they did a show in Baton Rouge, from what I understand heels are like villains/dicks right? If so I guess Braun Strowman and roman reigns if they count. Also, would randy Orton be considered a heel? I like him too

Braun - yes
Roman - No, he is a face who gets treated by the crowd poorly not because he is a heel but because they dont like him
Orton - Depends
