Two weeks isn't enough time for him to see what's happening in states that are partially opening up on May 1. Too many lagging indicators plus the incubation/spread period. He'll have to push out at least two more weeks to see the effects fully realized. Plus he'll need two more weeks to come up with his next excuse.

You can tell those that are itchin' for a reason to exert control. Most Republican governors in general appear uncomfortable issuing pandemic-related regs, Democratic leaders seem to be salivating as they wait for the next opportunity to wag their fingers at the camera and tell their constituents how to live. Nauseating.
