I see some industrial plants that have flares that never go out. They've always got a flame going. Why don't those things heat steam turbines and generate some electricity? Seems like an unused energy source.

They should never go out they're used as a layer of protection.

Pretty much all flares stay lit with a pilot, always on standby.
Others just don't have a recovery system, the cost for installing and maintaining is cost prohibitive. Permitting some sort of other furnace or rerouting the gases takes years and $$$$$.
