That spalling is definitely cosmetic.

in compression, which a column is in.

Concrete is weak under tension, and strong in compression.
Steel is strong in tension. Hence, reinforced concrete. And reinforcing steel is usually layered at the bottom of a concrete span, where it’s the concrete beam is in tension and weak.

There is one on the PA side that’s way worse. It’s been like that for at least 6 years.

Would love to see the traffic melt in BR if they had to close one of the bridges for months for repairs.

A total and massive disaster. I try to not go to BR at all, but that would seal it for me not going.

From what I saw that is technically correct but it won't take long before that exposed bar spalls and then it would require an involved fix.
