Doorbell help - stuck rod

Replacing the doorbell this morning and it works, however the rear chime rod gets stuck and vibrates bad. When the power is turned off, it jumps back up and isn't stuck anymore. Once power is turned back on, it goes down and gets stuck/vibrates.

What can I do to fix this problem?

This is a total guess, but are you sure you don't have something wired backwards?
