I don't think that she was actively calling for a protest, but she sure as hell didn't have law enforcement's back. She basically said she understood why the black community was upset at the decision, and that just because the officers' actions weren't judged to be illegal, it doesn't mean that they acted appropriately. It was very obvious by her statement that she wasn't pleased with the decision.
