When things were bad, they told me they couldn't give a pay raise, but I wouldn't be fired (5 of 100 were fired, mostly as a "These were the worst people").

When things got good again though, basic 1% raise. Maybe you got lucky and got a promotion. Unlucky, and they complained that times were actually tough.

If you're good at your job, it's usually easier to get more where you are. If you're average or below, it's easier to convince people who haven't worked with you that you deserve more.

Asking for more isn't hard, what's hard on people is hearing the dreaded news that they aren't worth more.

then give those you'd like to keep promotions and pay raises today. Otherwise, they're going to look else where. Especially if you treat them the same in this regard as the one's you'd layoff.
