Guess what south Louisiana isn't southern either by any measure that doesn't include Texas.

East Texas is the south.
West of 45, Texas is the southwest.

at the time, they also had a greater population to draw from.

its an enormous state.
My take on the question.
west texas is "the west". mountains.
southeastern Texas is southern.
the panhandle is north, complete with cold and winter.
south Texas is Mexico.
San Antonio is Texas.
if Texans were not so crazy about being Texans, they would have split into 5 states as they are permitted to do and have 10 US Senators.

Panhandle is a unique part of the state. Doesn't really have that feel or look many would associate as being typically Texan.

Culturally according to "The South" and even most Texans - No.
According to most of those fricking Yankees - "Sure, why not? Quit bothering me, I'm trying to wash down the last bit of my masculinity with this gluten-free deconstructed dragon-fruit smoothie."

It's one of my favorite parts of the state. But then again I thought Kansas was pretty while driving to Omaha in 2013.
I grew up in Fort Worth. west of here might as well be the panhandle. or Mars
