DeSantis didn't base the legality of it on a fricking review conducted by his predecessor.
The state constitution already made it legal.

I remember being told years ago by an attorney that the most powerful man in the state was the EBR Parish coroner because his signature alone could commit the governor to a mental hospital.

Well, except for the part in the EO where Desantis dedicated 2 paragraphs to the reviews as his reason for issuing the suspension
